The XMPP service is not federated with other providers. Juvenile users can only talk with other Juvenile users who have an account. This makes this service a safe haven from spam. The network now uses the V3 onion domain that you should see above.
Some good XMPP clients are: Psi+, Pidgin, and Gajim.
